     Challenge - Challenge - (The Changing Landscape of European Liberty and Security) [http://www.libertysecurity.org] is a network project bringing together 21 Universities and research institutes of EU-15, financed by the European Union’s Sixth Framework Programme. Its main coordinating institutions are the Centre for European Policy Studies, Brussels and Science-Po, Paris. The project seeks to facilitate more responsive and responsible judgments about new regimes and practices of security in order to minimize the degree to which they may undermine civil liberties, human rights and social cohesion. It especially seeks to do so in the context of the new evolving international environment shaped by events: 11th September 2001, the wars of Afghanistan and Iraq and the 11th March 2004 in Madrid. European Institute in Sofia [http://www.europeaninstitute.bg] is a partner in Work Package 7 “The Changing Relationships between the Accession Countries and their Neighbours in the Changing Landscape of Liberty and Security”. The objective is to assess the medium and long-term impact of accession process and enlargement on overlapping issues of external and internal security with regional contacts, especially in the context of partial accession of nations to the Union. From May 2004 several diasporas belong to the new member states will remain outside of the EU external borders (ethnic Polish in the CIS countries, Hungarians in Romania etc.). The partners in this work package are: Hungarian Academy of Sciences (co-ordinator), Stefan Batory Foundation, Poland and Malta Institute. The main activities involve conferences, workshops, research projects and publication of working documents and occasional papers.
